The Skirmish under Gotham Harbor is the first battle between the Justice League and Steppenwolf.

The Justice League meet with Commissioner Gordon on the roof of GCPD to discuss the abductions of scientists and where they converge. Cyborg scans it and knows that they don't converge on land, but underwater at Stryker's Island. The team arrive and find Steppenwolf interrogating the S.T.A.R. Labs employees about the final Mother Box.[1]
Skirmish[]
- "Help get those people out of here! I'll make sure these things follow me!"
"Everybody, move!"" - ―Batman and Cyborg[src]
Steppenwolf then grabs Silas Stone, which Cyborg shoots Steppenwolf and saves his father, then Wonder Woman helps out by attacking the Parademons and taking Steppenwolf to a different part of the factory. While Batman fights the Parademons, Barry saves the employees. Steppenwolf tells the Parademons that he will deal with Diana alone: Meanwhile, Batman is being attacked by one of the Parademons, then he tells Alfred that he needs the Knightcrawler, which he sent the machine to Bruce.[1]
Flash and Cyborg save all the hostages, which Silas Stone tells Victor that Steppenwolf cannot get the final Mother Box. Batman then jumps down into the Knightcrawler and saves Wonder Woman after a Parademon manages to briefly knock her out. The Knightcrawler gets attacked by Steppenwolf, and Barry helps Wonder Woman get her Sword so she can help Batman.[1] Flash and Wonder Woman get attacked by Steppenwolf and the Parademons before Batman helps her by killing some of the Parademons. Cyborg then falls into the Knightcrawler and hacks into it under his control, which he uses it against Steppenwolf, but fails when Steppenwolf broke open the wall, which causes the factory to flood, and it allowed Steppenwolf to escape.[1]

Before Diana could get hit with the flooding water, Arthur comes and saves the team by using his trident to hold back the water while the League escaped.[1]

Cyborg had the last Mother Box
After the fight with Steppenwolf, Arthur shows up and say that Steppenwolf took the Mother Box from Atlantis, then Victor reveals that he is possession of the final Mother Box, which he hid from his father. Silas Stone and the other scientists are rescued and brought to a lab to be tested for alien microbes. The team returns to the Batcave where they discuss resurrecting Superman, and they decide to go through with the plan.[1]
